When we use the Reply on a Issue/form
We do not seems to have control on the audience of those replies
Scenario-01
The Reply is use internally by the participants/organisation in charge of resolving the issue and those discussions have a limited audience.
Scenario-02
A discussion between the reviewer/client and the participant/organisation that need to resolve the issue use the rely to resolve the issue before sending the result as part of a transmittal to review the fix
Better control on the reply is need to make sure the Reply exchange get contain in a control audience without overflow to unwanted audience
In addition of the above one possible solution add a tab to the issue comment panel
Any comments under internal are not sent as part of a transmittal/submittal
Any comment under PWDM will be sent
