When an issue is raised as part of a review, the final status of the form is essentially either:
Accept
Reject
Unresolve
Wa have request from our teams to have unresolve with a fix later.
Example an issue is raised, but will not be fix until the 70% delivery. We need to have the possibility to define an expected date or milestone for unresolve issue along with a comment to explain the reason for the delay.
That information need to be editable by the reviewer side only.

This request was oriented to the issue raised as pat of PWDM, which are limited in terms of being edit once create.
All field are mark as read only whihc does not allow use to update anyfield.
If left unresolve we have no way to qualify the unresolve issue. so far the only work around we have done is to create dummy user 30% 70% 90% and assign the issue to thos dummy user.
Also the WF of the issue create under PWDM, is systen control, we are not able to edit
Other regular issue form allow more flexibility, for submittal and transmittal issue we are pretty much lock out interm of personalization/customize

I think you could accomplish this by adding a field ( or a few) that you set as ONLY editable in the "Unresolved" status. (Therefore, it would have to be an "open" status, so it is still editable.)
You could also add some actions to hide the field(s) until then and/or have them only be visible to certain Users/ Roles.
